let go, grandpa!

It has been six months to the day since I got to Chi Phat. So many things I have learnt, so many things are now obvious to me that were never obvious before. And yet, these last few days have taught me the most important lesson of all.

For months now we have been working on what we consider the most important aspect if our project – the handing over of our work to the local community. If have taken endless steps toward this: appointing a local (and very beloved) manager to the community center, creating a group of young (and very beloved) guides that would continue the teaching in the community center, building the reputation of the community center as a fun, educational (and very beloved) place, and much more.

But when it came to the last two months, I was under the impression it would be a great thing for this village if we built here an international volunteers program to take it to the next stage: to make sure the presence of English is permanent here, that the emphasis on education remains etc. it all made sense to me, and I didn’t think that anyone can change my mind. But they did: the first was the manager of our project, Yuval Limon. We have been talking about this project for a while now, and I knew he had many reservations, but this week he took it upon himself to give the financial backing for the mechanism we are building to continue our work, which meant that building an international program is no longer a financial must. Second was Einam, a volunteer in our delegation. When we were talking about this, she told me that she thought it was time we butt out, and allow the people to take over what we have started, just like we planned in the beginning. Third, and was Mr. Sen, the manager of the community center we appointed less than 5 months ago. With him too I talked about it for a long time, but unlike yuval, he was very much for the idea. But this week, when I talked to him again, he told me that he likes the idea, but that if won’t happen, he thinks the community center can manage just fine.

What else could I ask for? I changed my mind.

It is a lesson about trusting my counterparts here, which I always thought I did, but only now I realize that this trust would have to show itself in a painful leaving. I guess it’s kinda like when the kids leave home. You have to breath deep, hope you did a good job so far, and let go.

Maybe this family realization is why everyone in this village has started calling me Ta Gil (Grandpa Gil) lately?

Things are changing here in Chi Phat. Well, at least for us they are, I’m not sure if the locals are aware of it yet. Last week we received a visit from Yuval Limon, the manager and founder of IBC program. He wanted to check in, see how things are going, and where they should continue from here. Mostly, he came to help us figure out the answers to some of the major questions we have encountered during our time here.
Some background about Cambodia: it has a bloody history, as I’m sure you’re all aware. For this reason, NGOs have been operating heavily here for many years. For the most part, they come here, spend mammoth amounts of money on some ambitious project, and then (perhaps because of the Cambodian bureaucracy or the rampant corruption) disappear out of sight before having completed their goal. As a result, the people here are both dependent and cautious. Dependent on foreign organizations to do things for them, and thus unable to set their own goals and achieve them, and cautious because they have been carelessly let down innumerable times before. And here come us- a different kind of NGO. We say to them – we’re here to help you, but we cannot do your work for you. One of our core values states that we do not create anything, unless we know for sure that there is some local group or person who will continue what we have begun after we leave. We know that if we start something we cannot see through, we’ll be just like any other humanitarian disappointment.
But recently we have begun having doubts. Maybe we’re getting ahead of ourselves. Maybe these guys aren’t ready for the kind of responsibility we’re trying to bestow upon them. Maybe they need to go through a social change before they can work together as a community. These are the questions that brought Yuval here.
During the course of many meetings here with the heads of the local community and other prominent figures, a solution was settled upon. We, IBC, agreed to give financial resources, and the time, effort and skills of our volunteers in order to build a new and improved community center for adults. All the community members have to do is show up and do the building.
It sounds so simple, but in effect, the local community’s ability to organize itself into a collective action is extremely lacking. So much so, in fact, that we decided that the crucial detail in the entire plan is whether or not they’ll show up. If they do, we guarantee to continue volunteering here for the time allotted in advance. If they don’t, we’ll have to reconsider our future plans.
So now we find ourselves, seven volunteers, working day and night on a somewhat absurd project: finding ways in which to lure the local community to help itself by attending the big construction day. We sit around day and night thinking up slogans and methods to attract the attention of the locals, while our free time is dedicated to writing signs and making plans. You may ask yourself: why do they do it? Why not leave it to the community to organize themselves? Well, if I were to answer from the intellect I’d tell you that the community won’t do it, so it’s up to us. But if I were to answer from the heart (which is, IMHO, where all the correct answers come from), I’d tell you that perhaps, just perhaps, at this point in time, and with all we’ve been through and all we imagine for the future, we want this even more than they do.

במהלך פרוייקט ההתנדבות שלנו בקמבודיה, ובעצם ניתן לומר שאף מתחילתו של הפרוייקט, התעוררו שאלות שהרגשנו שמחוייב לתת עליהן מענה. מקורן של השאלות נובע מהעובדה שמבחינת רתימת הילדים ללימודי האנגלית ולפעילויות בבית הקהילה נחלנו הצלחה, אך כל אימת שזה הגיע לפעילויות שונות עבור המבוגרים (ובגדר מבוגרים אני כוללת גם את השכבה הבוגרת של הילדים: כיתות ח' וט') יש הרבה פחות היענות.
כאשר מבוגרים אינם מגיעים לפעילות שהתכוננת אליה רבות ישנה אכזבה מסוימת, אבל גדולה מזו היא האכזבה המורגשת בעת שמתעוררת בראשך השאלה: האם הדבר הזה שאנחנו מנסים לעשות כאן- ליצור קהילה מתוך וביחד עם המקומיים - פשוט אינו מתאים או אולי מוקדם מדי עבור המקום הזה. ייתכן שהאנשים פה צריכים לעבור עוד תהליך חברתי ארוך על מנת להגיע להבנה קהילתית.
כרקע אספר שקמבודיה היא ארץ "מוכת" ארגונים לא ממשלתיים והמקומיים התרגלו ששופכים עליהם כסף ונעלמים, אם מתוך ייאוש כי הדברים פה הולכים לאט (ופעמים רבות לא בדרך שהגיונית למערב) ואם מתוך כך שמלכתחילה הם לא התכוונו להישאר. התוצאה הישירה היא אוכלוסיה שנחלה אכזבות כתוצאה מהבטחות לא ממומשות רבות מחד, ומאידך עצלנות מסוימת כשהמטרה היא להוציא כסף מאותם ארגונים.
על רקע הנ"ל, הגיע השבוע יובל לימון, מנהל ארגון "תרמילאים ותורמים" לביקור.
חוץ מלבדוק מה שלומנו, המטרה המרכזית של הביקור הייתה לבדוק האם בכלל יש לנו פרטנר והאם אפשר למלא אחר מטרות הפרוייקט כפי שהצבנו אותן לעצמנו. לצורך כך התקיימה ברוב טקס פגישה מרובת משתתפים ממכובדי הכפר, שבמסגרתה הובעה נכונות על ידי האחרונים לקדם את הפעילות הקהילתית בהנהגתם. בכך למעשה הונחה אבן הדרך הראשונה לפעילות קהילתית רחבת היקף ובראשה הקמת בית קהילה מורחב ומחודש. זוהי גם אבן בוחן לפרוייקט ההתנדבות כפי שהוא מתקיים כיום.
העניין מתוכנן כמבצע צבאי: ביום שייקבע מראש, אנשי הקהילה יגוייסו לשיפור והרחבת בית הקהילה. כל אדם שיסייע לבנייה יקבל "כסף קהילה" בהתאם לכמות השעות שיתרום מזמנו לצורך הבניה. בסיום הבנייה ייתרם סכום הכסף למטרה קהילתית ראויה. האירוע ינוהל על ידי ראשי הכפר כך שהאחריות להצלחת הפרוייקט, כמו גם הקרדיט אם יצליח, יהיו שלהם.
הצלחת התכנית הזו תקבע את צורתו של המשך פרוייקט ההתנדבות שלנו כאן. בסיום התכנית נקבל מושג באשר לתהיה האם עלינו להבין שהעצמה קהילתית הוא ביטוי שיש עוד זמן עד אשר יובן וייושם בקמבודיה וכל עוד לא ניתן ליישמו אולי מקומנו לא כאן במטרותינו הנוכחיות, או שאולי נזכה לקריאת כיוון (שתהווה זריקת עידוד משמעותית) לכך שאנשים כאן מוכנים לשינוי.
אנחנו מקווים לתשובה האחרונה אבל ברור שגם אם זו תינתן, זוהי רק תחילתה של הדרך, התהליך עוד ארוך ועוד ננחל אכזבות.
